A Gis-based Tool for Road Safety Consideration in Transportation Planning

Evaluating safety impacts of network planning alternatives have a potential to improve safety in a proactive manner at the system level and at a minor cost of additional analysis. This paper presents a computer-implemented GIS-based method of predicting safety for planning alternatives. Although applicable to large road networks, the method predicts crashes at the road facility level (intersections and segments), which makes it suitable to jointly evaluate modifications of the road network, changes in network traffic flows, and improvements in road geometry considered by planners. A set of crash prediction models have been developed and implemented in Planning Analysis Software for Safety (PASS) – an add-in component of the GIS planning package – TransCAD. An included calibration procedure searches for optimal values of calibration factors to help incorporate long-term changes in crash relationships and account for spatial differences within large networks. Results of an example study of a corridor study in the eastern part of Indiana are presented.
